Court documents: Dragged dog was tied to belt loop on woman’s pants, not scooter


Court documents state the woman accused of animal cruelty after being seen dragging a dog on surveillance video, has the dog leash tied to a belt loop on her pants and not on the electric scooter.

The woman, 39-year-old Elaine Rosa, was charged with felony animal abuse charges by the Kern County District Attorney’s Office on Feb. 16.

A probable cause statement obtained by 17 News shows investigators learned the dog was allegedly tied to a belt loop on Rosa’s pants and not the scooter. 

In January, security camera video captured Elaine Rosa allegedly dragging a dog through a Bakersfield neighborhood before being confronted by bystanders.

Rosa was released on $10,000 bail Saturday morning.

If convicted, she faces up to three years and six months in jail. 

Rosa is due in court March 4.
