City of Arvin hires police chief as city manager

Arvin has a new city manager and he’s a familiar face with city officials.

Arvin city council selected Police Chief Richard “Jerry” Breckinridge as the new City Manager of Arvin, the city’s office announced Wednesday.

Breckinridge has been police chief as well as acting city manager since March when the former manager, Alfonso Noyola, left for a new position in Nevada.

Breckenridge held the title of police chief for two years before he took on both roles. He will continue as chief until a new one can be appointed, according to officials. The city now plans to begin a search for a new chief of police.   

Breckinridge holds both a Bachelor of Arts and a Master’s in Leadership and Organizational Studies from Fresno Pacific University, according to the city.  He is a graduate of the FBI National Academy in Quantico, Virginia, and possesses Executive, Management, Supervisor, Advanced, Intermediate and Basic certificates from the California POST Police Academy.

This information is pending formal contract negotiations.
