BPD seeks charges against woman seen dragging dog on Bird scooter

Bakersfield Police say they’re recommending the district attorney file charges against the woman seen dragging a dog on a Bird scooter in Central Bakersfield, in surveillance video that went viral.

The California Department of Corrections confirmed with 17 News that the woman, 39 year old Elaine Rosa was a contracted psychologist at Kern Valley State Prison, until she was fired last week.

This all follows the incident on Sunday, Jan. 6 when BPD and animal control officers responded to the 2100 block of Pine Street for a report of animal cruelty. Witnesses reported seeing the woman dragging the dog, Zebra, behind the scooter.

The woman was interviewed and released the next day. The dog, owned by someone else, was treated and released.

Bakersfield police said if charges are filed, it can be prosecuted as a misdemeanor or a felony.
