BAKERSFIELD, Calif. (KGET) — Rick Anthony, Bakersfield’s Recreation and Parks Department director of about eight months, is working on a plan for the city’s 62 parks that would bring in new and different programs for all ages, add a much needed degree of safety and security, and create a welcoming atmosphere at municipal facilities, he told Kern County In Depth host Robert Price, substituting this week for Jim Scott.
