17’s Jim Scott and Eytan Wallace moderate a debate between two candidates hoping to represent the 1st Ward in the Bakersfield City Council. Eric Arias and Gilberto De La Torre face one another in a special election to replace Willie Rivera who has announced he will resign his seat.
The 1st Ward encompasses much of the area of Southeast Bakersfield.
