Thieves target Kern County historical monument plates

According to the Kern County Historical Society, thieves are stealing metal plates from historical monuments. They want to cash in on the metal.

The monument plates cost $2.000 and stealing them is only a misdemeanor? When did stealing something costing more than $1,000 become a misdemeanor?
