Man contacts 17 over unauthorized charges

He thought he was just ordering a pizza online. Instead, a Bakersfield man unknowingly signed up for a discount coupon club which has been taking money out of his account every month.

And he's not alone.

Google "Complete Savings" and read the blogs from angry consumers over unauthorized charges.

The charges come from a discount coupon club owned by a company called WebLoyalty.

It offers you savings on your next online order for whatever you buy.  But it costs $12 a month.

Jeff Priest is outraged at the unauthorized charges.

"Me and my wife both make a decent living, but I mean we pretty much live paycheck to paycheck," he said. "I mean, we have a little to spare."

Priest and his wife have five young children.

From time to time, they order Pizza Hut, and have been ordering for the past three or four years.

But it was only until his wife noticed a mysterious charge on their bank account from a company called "Complete Savings" for $12.

Priest, being a police officer, did his own investigation and learned that "Complete Savings" is an online discount club.

"It just blows my mind," he said. "As a police officer it makes me feel like the victim."

17 News contacted Webloyalty, the company that owns "Complete Savings", "Recreaction Rewards", and "ShopperDiscounts".

They have more than 150 clients online, but would not disclose who they were.

17 News has learned that they include Pizza Hut, Barnes N Noble, TigerDirect.com, Drugstore.com, and FTD.com.

This is how it works: after you complete your order, you will get an offer to save money on your next order.

When you click "continue", a coupon asks for your information.

After you fill it out, it asks you to either click yes or no.

(The yes option is a big button, and underneath is a plain message that reads "No Thanks".)

If you submit "YES", you are signing up for the discount club.

Like a lot of people on the blogs complaining about "Complete Savings", Jeff Priest said he did not ask for this.

Vice-president of communications Beth Kitchener spoke with 17 News from their headquarters in Connecticut.

Kitchener said refunds are available for consumers who did not authorize the charges.

"If you've been a member for less than 6 months, they (consumers) can also, upon request, give you a full refund," she said. "If you have been a member for more than 6 months we are going to ask you to complete a little affadavit form just to ensure that you are."

WebLoyalty's customer service line is 1-800-732-7031.

While Priest should be getting a full refund, he still thinks that the method Complete Savings conducts business is not right.

"There's people that are probably getting ripped off every month that aren't even aware," he said. "So if you see anything on your checking account from complete savings for $12, and you didn't authorize it, I would suggest you call 'em."
