Legislature mulls new options in lieu of jail time

A bill in the state assembly would change the way many offenders carry out their jail sentences, allowing many of them to spend their entire sentence in a classroom.

It’s called AB 2127 and it seeks to alter the requirements for what are known as “work release” programs.

Those programs allow inmates to do community service and take classes in lieu of jail time.

But here’s the big change proposed by AB 2127. Currently, inmates must spend half of their time in a work release program doing manual labor such as picking up trash or removing graffiti.

This bill changes that requirement to allow inmates to opt out of manual labor and only take classes.

The Kern County Sheriff's Department is in support of the bill, arguing that classes are more important to helping keep a clean sheet in the future.

“We believe the change in the bill is going to be consistent with the tenants of realignment in that it really focuses on, you know, items that are going to be designed to reduce recidivism,” said Chief Deputy Kevin Zimmermann.

Realignment refers to the statewide change in where prisoners are sent. New laws require sending inmates accused of certain crimes to local county-run jails, when in the past, they would have been forced to go to state-run prisons.

AB 2127 has drawn sharp criticism, however, from organizations such as MADD (Mothers Against Drunk Driving).

One spokesperson says the change lets could let certain inmates, including DUI offenders, get off “easy.”

“We work hard to keep the streets safe for our community and to keep these people off the streets,” said Ann McCright, a local MADD advocate.

The bill has passed through both the Assembly and Senate, but each house passed a slightly different version. The bill now heads back to the Assembly where members will vote on the version passed by the Senate.

Assemblymember Shannon Grove (R – Bakersfield) voted “no” on the bill the first time, and says she plans to do so again.

“The bottom line is if you’re going to have community service as some sort of payback to the community, you should have, you know, painting over graffiti,” said Grove. “You know, do some kind of inconvenient work, not sitting in an air-conditioned classroom taking parenting classes.”

I have to agree with RVlady. The State (and country) are going to hell in a handbasket yet the yahoos who are running the show keep getting voted back in. Voter turnout stinks so people who are whining who don't vote need to get in there and try to make a difference. I think most politicians are just out for themselves as they walk away from office with full benefits, retirement and book deals awaiting them. They don't seem to give a crap about their constituents who have to pay for them forever. I know this is an article about options in lieu of jail time, but I just needed to spout off a bit about the politicians who come up with this stuff!

Everyone needs to get out & vote against the people in state goverment that think up these dumb ideas. Vote against Youngblood too. Until the people get mad & vote these craze's out of office it will go on.

So, let me get this straight.. my husband and I have decent jobs and we are law abiding citizens, our kids can't get a decent education, but these criminals can? My kids don't get grants or special funding for their education, as I am sure a lot of families are struggling with that right now. What is wrong with this picture? What is this telling our youth? Do good things and work hard in life and get less in return than the ones who CHOSE to break the law! Put the criminals in the fields picking the crops, give them tents to sleep in near the field they are working in for the day/week, feed them bologna sandwiches. Better yet, feed them the lunches the kids get in school, and give the kids in school their "special" meals. I say enough with the HANDOUTS, They are CRIMINALS!

Whos going to clean the highways ,ever notice how trashy the freeways around bakersfield are . The state or county sure arent going to clean them.

Hey I know let's give all the deadbeat criminals a new house,a new car or two, furnish the house with everything they might like and load them up with a never ending bank account and credit cards on the tax payers, I sure we wouldn't mind getting up the rear again from our great law makers!!!!!!!!!!!

Another benefit for criminals. Yeah, that's how to reward them. How about they be given road clean up, jobs in the fields, etc. I'm so tired of seeing our politicians doing more for criminals and illegals all the while taking more and more out of my taxpaying pocket.

Give Sheriff Joe a call I'm sure he could give them a few ideal here in this state. Like his tent city,pink underwear and their 3 square meal a day of bologna sandwiches and yes as mentioned already the Chain Gangs!!!! Between the criminals and if they make the welfare people work for their welfare they just might clean up this state and cut the budget, no work no welfare check!

What school's are they going to be put in. Schools are already over crowded. I agree with jbabbout put them into farm & field work all dy. Go back to days of chain gangs. Work fields, build highways, etc!

We voted for these law makers as you put it to work for us to make things better not to flush us down the toilet and give the criminals the gold mine! Looks like the criminals are now the ones making the laws!

Good idea, bad idea, who is really qualified to make these decisions. But wait just a moment. haven't we already "voted" for those law makers to do just that for us?
