Jastro House in jeopardy? Kern County Museum declines donation

A historic house is on shaky ground after the Kern County Museum decided not to accept it. The owner of the house and the group trying to save it are looking for other options, hoping to avoid demolition.

The articles on the Jastro House do not indicate if the property is in the City or County (no address is mentioned). Depending the location of the property, and depending on the jurisdiction's (Bakersfield or County) strategic goal and objectives identifed in their respective Consolidated Plan, if "Historic Presservation" is identified and documented need and goal for the planning horizon, the project may qualify for HUD/Federal (Community Development Block Grant - CDBG) funding. If not idendified as a community need (historic preservation) this is a mute exercise. If identified as a community need, this may require some additional type of state of national historic designation and survey. The process from beginning to end may take 6 months to a year but could be profitable if pursued. A non-proit or political jurisdiction would probably need to be the owner/operator and benefit a population that is primarily low income. It could also qualify if the property/neighborhood is deemed a slum and blighted area from the political jurisdiction and the improvements were shown to alleviate the blight. In a rare circumstance if the property was deemed to create jobs for folks (like a museum curator or office/teller folks) they would need to be shown to primarily benefit folks who are considered 80% of the median income (low and moderate income). A similar (or reasonably similar) activity was the historic Baker St. Library that was rehabiliated with City, County and some State funding.The City and county funding did use some CDBG funds for this multi-million dollar effort to benefit a primairly low moderate income neighborhood. The politicians from both jurisdictions collaborated on restoring the property. Just a thought for the fundraising folks interested in saving this historic property.
