Caught on camera, people throwing trash out of SUV

A Bakersfield man said he recorded people in a parked SUV throw trash out their window and onto his street in northeast Bakersfield. Steve Towle said the littering lasted about 15 minutes until the SUV drove off. When he called Bakersfield police to file a report, he said, they weren't interested.

In the video, you see a man open the door of the SUV, reach for a small box and pick it up. Seconds later, he throws it out.

"I set up a camera and videotaped them, and over about a 15-minute period they continued to throw trash out of their vehicle into the street," said Towle. "A few minutes later they drove off and left all the trash."

Towle shot the video Thursday afternoon and posted the clip on YouTube. He said the same SUV had been on his street before, parked near his house. According to Towle, the occupants threw trash out of it for almost two blocks.

"After I turned the video camera off, I went in and called the police department and talked to the call center. They basically told me they were not going to take a report," said Towle.

He said police didn't offer much help and told him to call Bakersfield Code Enforcement. "I even told them that I had a good vehicle description and license number, but they weren't interested," he continued.

Both Bakersfield police and Code Enforcement say they have to see someone littering themselves in order to cite them. Code Enforcement did, however, watch Towle's video but Towle said the bigger issue is the litter itself.

"When I see someone litter, it tells me that there's definitely a cultural change that needs to happen," said Jenifer Pitcher with Keep Bakersfield Beautiful.

Pitcher said litter is a constant problem that costs the city thousands of dollars.

"In the United States alone, we spend billions of dollars on litter and graffiti removal every year, when all that money can be saved," said Pitcher.

Littering fines range from $100 to $1,000. In 2012, Bakersfield police issued 88 littering citations.

People these days just dont have manners and are so dam lazy and whats wrose is that police dont do much when they are called to act upon situations like these

I have seen this a million times and nothing we could do about the scum bags that don't care about our planet or follow human beings. Disgusting people need to be fined $1,000.00 if caught on video or reported by anyone. Police need to ask us to get their license plate number and take it from there. Bakersfield is the dirtest city i ever lived in. People come here from other countries and destroy the city because that's how they live. Also we have the highest rate of homeless that not only contiue to bother us everywhere we go for money, but also trash and go to the bathroom outside in bushes and everywhere else. One time I went to KFC to get some lunch a DRUNK IMMIGRANT WAS PEEING ON THE SIDE WERE YOU ORDER FOOD. I DID NOT ORDER FOOD SO DISGUSTED. NICE BAKERSFIELD YOU NEED TO DO SOMETHING ABOUT WHAT'S HAPPENING IN THE CITY INSTEAD OF PAYING MONEY TO MAKE IT LOOK NICE IT STARTS BY HAVING SOME RULES AND START PUSHING FOR CLEANING IT FIRST!!!!!

Rontruth/ Maybe a video and a cop checking the trash out and perhaps fingerprints on trash would be a good start. It's better than having trash on streets. But maybe RONTRUTH lives in the trash and doesn't mind

voter-1, a slight problem with your reasoning. by law a misdemeanor must be witnessed by the officer for the officer to take any kind of action. if you disagree with this contact governor moonbeam and try and get the law changed, then every time a citizen says something happened that person would get a citation in the mail-think there might be a little corruption there? also, as a private citizen you have the right to make a citizens arrest (same authority as a peace officer). instead of just sitting there complaining do something!

If that's La Mesa (like it looks to be) I use to live there too. Someone in an SUV use to pull up by my house and dump garbage just like that... all the time. Ticked me off too. Having some sort of quality of life for some people is a joke. These people will be back.

I watched a couple who changed their babys diaper in a local parking lot and dump it right there and then drove off. I had a plastic bag in the car so I picked up the diaper and then followed them. When they made their next stop in another parking lot I parked near them and took the diaper to them and said, I'm sorry, you seemed to have left this at the XXXX store parking lot, I didn't want you to get home and wonder where you lost it. The wife was so embarrased and the husband just had his mouth hanging open. Now, it was a dumb thing for me to do, but there are too many slobs these days and this couple just put me over my limit.

I have seen people toss lite tobacco out of their car in front of Police, I have seen people throw regular trash (ie) hamburger wrapper in front of police; Police do not care about their own town! Unless you have a gun the police are not going to do anything about it.

It's easy to cast dispersions on any Race. No one group is perfect. I am Hispanic and it does irritate me to no end when I see anyone littering or defacing public or private property. Creeps and losers come in any shape, color and ethnic group. Stupidity is not limited to just one group. So some of you don't be so quick to judge. Let's find a method to change the authorities views and this subject, even if it means drawing up a referendum and change the enforcement code to deal with the perpetrators.
