With Gov Browns latest move to shift all of those 'non threatening, non-violent', minimum security level inmates as well as those early release parolees, there should be no problem keeping our highways clean. And how about all of those people given community service instead of jail time. Get their behinds out on the side of the road too. Just think, it might teach them what real work is.

In the future, the inmates could have some sort of advertising placed on safety vest. This would help pay for some of the program.
