Noemi Perez, 18, was hit on Bear Mountain Boulevard near Vineland Road in Arvin.
Francisco Santo, 22, swerved into opposing lanes, hitting a pickup truck, the CHP reported.
The driver of the pickup was not seriously injured.
Then, Santo hit Perez' car head-on and both vehicles burst into flames.
Perez died at the scene.
Santo tried to run after the crash but was arrested, officers said.
Santo received minor injuries in the crash and may face DUI and manslaughter charges.
