A Bakersfield woman says she has been hounded by county animal control officers to license her dog. Funny thing is, the pooch officials were so concerned about is a stuffed animal.

Dottie Elkin lives by herself in a quaint home in south Bakersfield. For the past few months the 83-year old says she's hated getting the mail, due to letters she's receiving from the Kern County Animal Control Department.

"I told them I do not have a dog, it's a stuffed dog," Elkin said.

That's right, Elkin has a stuff "guard dog" named Wolf, keeping watch at her front door. For the last six months she's been getting letters from animal control asking her to license the dog or face a $200 fine.

"I laughed, and told all the neighbors around here it's stupidity," Elkin said.

Kern County Animal Control Director, Guy Shaw admits a mistake was made. Shaw says officers with the department's Public Education and Enforcement Team were looking for unlicensed dogs when they saw "Wolf" in the doorway of Elkin's home and noticed the dog didn't have any tags.

"We sent her letters, it was all a mistake," said the very sheepish county official. Shaw says Elkin won't have to pay any fines.

They should get rid of that inspector. They only apologize after they harrass the old lady for awhile? That is a big mistake and should not be tolerated.

They should get rid of that inspector in that shelter and not just apologize. They harrass the old lady with notice for awhile and when the old lady turn to media they'll just say sorry and it won't ahppen again?

Wow, if I ran animal control I would've quit out of pure embarrassment that this story even came out. But, then again, I'm not a union controlled bureaucrat either. And these type of people want to control heath care! :0

Typical!! If you call animal control regarding a loose dog they tell you to get it in your backyard so they can pick it up. Who's getting paid for this job?!

The animal control officers could see there was no tag on the dog but couldn't tell it was stuffed??? Maybe they need to be trained as to what a real animal looks like. I have a big stuffed Panda, are they going to come after me for having an endangered animal? Bet they'ed have a heart attacvk if I shot my Panda lol.

I wonder how much "resources" were spent trying to collect this fine? What buffoons bureaucrats can be.

A great example of Big Brother, poking his nose in law-abiding citizen's business . . . . and being too inept/clueless/ignorant to tell a real dog from a stuffed animal! And you wonder why we fight so hard to keep Big Brother out of our private lives?!?!

And when they do have people mail in their outrageously high (and sure to go higher!) licensing fees, it takes them TWO MONTHS to cash the check! Can we say inept government bureaucracy? YES WE CAN!!
