This article should read the southern valley will never reach the EPA standards! The problems is there are pollutents in the air over the southern valley which are not produced here but rather in places like Fresno and futher north! The problem here is nothing is done with the upper part of the valley and their crap blows south and becomes trap in the sourthern valley and the state decides to charge us a fee on our DMV and at the pumps to clean up the mess which we have no control!
