A second psychiatrist has ruled accused animal hoarder Cynthia Gudger is not competent to stand trial on cruelty charges.
Judge Michael Bush suspended criminal charges Wednesday morning and ordered the 60-year-old to a mental institution until she is ruled able to understand the criminal proceedings against her.
The decision does not mean Gudger is insane. Rather, it means she is not able to effectively assist in her own courtroom defense.
Gudger -- who also has gone by the name Anita Gilbert -- is accused of housing dozens of dogs and cats in filthy and inhumane conditions in her home in Tehachapi. She says she was saving the animals from almost certain euthanasia.
