Smoking officially snuffed out in county housing

Jack Huston says he's been smoking nearly a pack of cigarettes a day for 40 years. He's lived in the Plaza Towers apartments on Wilson Road for five years, so he feels banning smoking inside the building is outrageous.

"If I’m in my apartment, who's going to smell my secondhand smoke? Nobody," he said, as he lit a cigarette.

The Housing Authority of the County of Kern, known as HACK, is banned smoking on all of its properties starting this month.

HACK's Deputy Director Patricia Norris says the ban should not come as a surprise to tenants. HACK gave residents a chance to speak at its March and April meetings after notices were sent.

The Housing Board voted 5-1 to ban smoking. Now, residents can only smoke 15 feet away from the building.

Many tenants feel the ban is a violation of their rights.

"I don't smoke, but then I thought about the ones who do smoke that I know, and I said ‘why should they have to go all the way outside?,” said Lloyd Carter, a Plaza Towers tenant. “Can you imagine? That's 12 floors they have to go down."

Norris says a large number of residents wrote letters saying they wanted to ban smoking for health and safety reasons. The county wants the ban because it says it is cheaper to clean non-smoking rooms after tenants move out.

“This isn't a correctional facility. I can understand if we were in the custody of somebody, but we're supposedly and allegedly free,” Huston said. “How is it that they can constitute the thing of not smoking in the building?”

Norris says the Housing Authority could legally make the tenants sign a lease addendum because the original lease stated so.

She says the board hasn't worked out how they will enforce the smoking ban, but tenants caught smoking indoors or within 15 feet could face eviction.

To Jack Huston who said "If I’m in my apartment, who's going to smell my secondhand smoke? How about the residents in the apartment above you, on either side of you, across the hall from you or on the entire floor that you live on. I don't think that is too hard to understand, but I doubt if you really care about the health of your fellow neighbors. Now, let's put aside the smelling of secondhand smoke, a Class A carcinogen. What about the fire risk that is caused by you and the other tenants who smoke in the building. Careless smoking is the leading cause of fatal fires and a leading cause of property damage. Think about having to find another home if you and your neighbors are forced to leave because of a fire caused by your smoking. To biged (and anyone else reading this comment who wants to quit smoking): If you have the mindset that you truly want to quit smoking then try the following website: www.becomeanex.org. No guarantees but it has been very successful in their success rate - if you dead serious about quitting smoking.

"When you fall on hard times" is when you make sacrifices. Smoking is not a necessity of life, it is a deadly luxury. People who criticize smokers do so because the smoker made a decision to light every cigarette they have ever smoked. It isn't the tobacco companies fault as there wouldn't be market to sell their poison to if it weren't for people who stand in line to buy smokes.

biged It has happened to me, since I worked hard all my life and paid max into the system the system returns the favor when you need ssdi!

Murph, as a matter of fact I have smoked since I was about 13. I regret every day that i tried my first cigerette. It is hard to say why some people can throw them away and others cant, I have tried many times. As far as paying in all your life and having somthing to fall back on, it doesnt last long unless it's millions. If you are talking ssi, sdi or social security good luck, I was hit by a semi truck in 2001, got a nice settlement but it didn't last taking care of a family of 8. I had a hard time getting work because they can find your past edical when you apply somewhere. Employers say that they dont wan to take a chance ecause you were injured, but the government says your not disable enough so get a job. There are large cracks in the system that you dont even see until you get there, or have someone you care about in the situation. Don't feel secure, whenit happens you also will become one ofthe nothing people we all love to criticize.

Biged have you ever smoked? I have and it almost killed me back in 1982, I was working around 18 hours a day with a cancer stick hanging out of my mouth just about all the time. One night was almost my last night, it was my last night to smoke. One pack was 56 cents now there almost $6 I worked and payed for my own these people do not work so why should we pay for them and as for falling on to hard times, us working class people that worked hard all our lives have assistances to fall back on that we paid into it not like most!

I don't believe that anyone making a comment here would keep their opinion if they fell on hard times and had to resort to assistance, but what i find even more ironic is that everyone who hates cigerette smoke allways crticize the smokers, why isn't everyone attacking the tobacco companies and our government to get rid of the products?

The reason they can afford to smoke is because #1 public housing. What else do they have to do. G forbid id they have to walk outside.

How the hell can these people even afford to smoke? Anyway, two key words: "County Housing". If you have to be taken care of by the government then you will follow their rules. The alternative is to educate yorself, get a good paying job, and get your own place. When you get to that point i say excercise your freedom to kill yourself slowly. Because that is what being an American is all about! Let freedom ring baby! *gulping down a fat cheeseburger, fries, and a jug of sweet soda while i smoke a marlboro*
