Sen. Rubio introduces bill to make it a felony to cut off GPS ankle monitors

Parolees are cutting off their ankle monitors in increasing numbers in Kern County. According to local law enforcement, that's because the consequences are minimal.

Now, at the urging of Kern County Sheriff Donny Youngblood, two state senators have introduced a bill to make it a crime punishable by prison time.

"You just get some scissors and you snip it," said David Charris. Charris was in jail in October for cutting off his ankle monitor. "I got tired of it and so I cut the monitor off and ran," he told 17 News.

Two weeks after 17 News spoke to Charris he was released from Kern County Jail with a new monitor. A month later he cut that one off too. It was the 15th time he'd done it.

"I am going to cut it off and do what I want to do," said Charris.

Charris is the reason Sheriff Youngblood wants stricter penalties for parolees who cut off their monitors.

"Let's make it really detrimental for someone not to go along with the program," said Sheriff Youngblood.

Right now, if a parolee cuts off his anklet he is not charged with a new crime, but rather given a parole violation and sentenced to time in county jail.

"It won't work to say, 'let's give them six months in county jail' because my jail is full and I am going to kick them out early," said Youngblood.

On average, violators only serve 25 to 30 percent of their sentences. The sheriff said inmates know this, which he thinks, has lead to an increase in monitor violators.

"When you threaten your children with something and you don't follow through and you do that continually, they're not going to listen to you and this is the same concept," said Youngblood.

The sheriff said he would rather criminals be charged with a felony and sentenced to a year in state prison.

"We have to have some teeth in our laws," said Youngblood. "If we don't, these people are going to do whatever they want, whenever they want."

Sen. Michael Rubio agrees. He has co-authored a bill making monitor removal a felony.

"This law is going to see to it that we hold them responsible and accountable for removing those anklets," said Sen. Michael Rubio, (D) Shafter.

The first hearing on the bill will likely be next month.

Anyone remember the movie Running Man? Why not put an explosive in the monitor. If they try to cut it off, it blows their foot off! Better yet, let's make it a necklace! :)

The problam that are going about housing this scum all wrong, they need to look at sheriff Joe, now he hasn't got this high cost and when someone leaves his tent city jail normally they do not return! These other jails and prisons are better than the Hilton for these dirtbags!

There used to be a reasonable cost involved in housing a prisoner. With the human turd bags like the ACLU and the inflated cost of housing an inmate these days we simply don't have enough tax dollars to house the large percentage of scum bags out there today. I say defense attorneys should be taxed on 20% of their income for getting a defendant off. that would fund the system and keep lawyer pigs from getting people off the hook as much.

Put all you people are forgetting one thing, these little angle never did anything wrong, just ask their mommy and daddy in the prison system and they will tell you how they go to church and help little old ladies across the street, they just leave out the part where they rob them, beat them, rape them and kill them but they are good children and shouldn't have to live like this!

Since it seems a tent city in the desert is out of the possiblities in this whimp county, how about a micro chip in what brain these scumbags have left? A added bonus would be a nice little charge in the chip that will light them up if they leave their homes! But we all know that would be against these dirtbags civil rights, SO!

How about changing the type of strap that is used on these monitors. Instead of a material that is easily cut, make them out of a heavy metal and cover that with a plastic so as not to 'hurt' the person wearing it. Wearing one is not supposed to be comfortable it's meant to monitor their location. Better yet, it's about time we look at GPS mico chips that can be placed in their bodies. If our cell phones and auto's can have GPS technology it's obvious to me that its ready for human use.

Why are there so many immature men? This guy had no regaurd for the law. Lock these type of people up for a long time and make them work or there time served. An make him pay for those monitors too.

Charris cut off 15 monitors? At what cost to the tax payer for each monitor? After the first time anyone cuts off a monitor they should serve the remainer of their sentence behind bars not rewarded by being turned loose early again.
