There are new developments in a fatal motorcycle crash that happened nearly seven weeks ago. Bakersfield Police have asked the Kern County District Attorney to file a felony manslaughter charge against a woman accused of hitting and killing 20-year-old Charla Wilkins on her motorcycle in northwest Bakersfield.

20-year-old Anna Marie Reynosa is accused of hitting and killing Wilkins at the corner of Jewetta Avenue and Reina Road on April 14th. Witnesses told police Reynosa never hit the brakes and was using her cell phone at the time of the crash.

Police are asking the District Attorney to file a felony charge of vehicular manslaughter with gross negligence against Reynosa. Police say Reynosa had alcohol in her system when she slammed into the back of Wilkins' bike.

Reynosa has not been arrested. The case was sent to the District Attorney's office May 24th.

The District Attorney may file the case as a misdemeanor or a felony. The District Attorney also has the option of not filing any charges against Reynosa.

@ReasonedMan If you are going to pic nits, "Homicide" (the act of a human killing another human) definitely fits. Accidents do happen, but this driver contributed to the other death by not just drinking while driving but using her cell phone while drinking while driving. People need to realize that intentionally being stupid is not a victimless crime and people do get hurt and too frequently die.

And if I could not be more validated, look at jrc2995's comments receiving three votes, calling this a murder. Stupid. Ignorant. How can you call this murder. Murder is a criminal, legal charge. As the article states, the charge that would and could be filed is felony manslaughter. Murder is the unlawful, intentional killing of a human being. Under the California Penal Code, this is not murder and cannot be murder. There is special exceptions, if someone has a previous DUI and as a part of a sentence sign an affidavit, saying that if they drink and drive again and someone dies because of that drinking and driving act, they may be charged with murder. But, this isn't the case here. So nice try, I'll make up whatever I want and people will like me because they are just as equally ignorant. What ignorance.

You guys are trying to convict before even seeing the evidence. Sickening. Those who are making accusations, calling for heads, saying this is about making people responsible, no plea bargins, etc. are pathetic. Absolutely pathetic, hateful and spiteful people. You guys hate everything freedom, justice, liberty and ideal principles stand for. You don't believe in someone being able to defend one's self. You automatically believe one of the worst police departments in the country. One of the most corrupt. One of the most investigated. One of the bloodiest. This is nothing but a witch hunt and I will not stand by it. You will pay the price for being witch burners. There is a reason why Kern County is one of the most poorly educated places in the state, the one with the most obesity, the one with one of the highest teen pregnancy rate. It is the ignorance, hate and lack of intelligence and logic. Shame on all of you.

It's not about vengance or justice - it is about taking responsiility for actions and choices. This girl CHOSE to drink and drive and to use her cell phone while driving. I'm sure she didn't want to kill anyone but, because of her poor choices, a young woman is dead. All of our actions have consequences - good and bad - and we are responsible for them. I can't speak for everyone, but I know I have had to deal with the consequences of my poor choices. I think that anymore the young people are so protected that they don't learn that when a mistake is made, there are consequences. The driver made some very serious, bad choices and now needs to face the consequences of her actions. Hopefully she will learn and perhaps use this to help other people learn the consequences of this type of poor choice. And, yes, she will have to live the rest of her life knowing that she killed another person. This whole situation is just very sad.

Negligence that cost another's life should have a stiff penalty.

Yethey law should just let her go, after all she wasn't drinking, on the phone & running a stop sign that cost an innocent person her life. We ought to let all drunk drivers go that kill someone. Being sarcastic here.
