Well, this is a way of reducing the Feral Cat Population. Seems like a Community Favor kind of thing. As long as these cats werent anyone's pet, may not be a bad thing.

Also How was he killing the cats to make it animal abuse? If he is dislocating their necks or decapitation isn't that the same way you kill a chicken?

Yes Chinese restraunts do this all the time, we had one here in town that had dogs and cats hanging in the kitchen that they were using in the meals back a few years ago and they are in business today. Any bets they have a few hanging right now in the back room out of sight?
