Family mourns loss of 11-year-old hit and killed on Highway 58

A Bakersfield family is grieving the loss of an 11-year-old girl, hit and killed while running across Highway 58. Her family told 17 News, they believe it was a deadly game of dare.

I'm sorry, someone dared her to run across the Highway. First of all, who lets their child play near a Highway? And secondly, just because you are "dared" to do something doesn't mean you have to do it. I don't understand how the other person is now being called a "bully". There would need to be more to the story for that to make sense. I think this was just an accident by a pre-teenager who made a poor decision.
