Why aren't there more street sweepers?

Ingrid contacted 17 News. She wants to know why we don't have the street sweepers on Highway 99 from the Grapevine to the airport.
 
She says she has been to a lot of different states and cities and ours is, by far, the dirtiest.

Jose Camarena with Caltrans says they do what they can to keep Highway 99 through Bakersfield and Kern County as clean as possible, along with other roadway maintenance responsibilities like pavement, landscaping, and guardrail repair and various other duties.

He adds, Kern County maintenance crews try to keep an ongoing sweeper program along the 99 in order to minimize the amount of litter and road debris, but the public is their most important partner in keeping litter to a minimum.
